The Technopark Process

According to the relevant legislation, 1773 ITU Teknopark is authorized to evaluate the requests of institutions, organizations and entrepreneurs who want to take part in it, and to allocate a place to those found suitable.

The evaluation of the people who want to take place in the Teknopark and the allocation of space are carried out through a process consisting of 4 steps.

1. Application

Entrepreneurs and companies who want to take part in R&D or design activities in 1773 ITU Teknopark, entrepreneurs and companies that have been allocated a place before, who perform R&D or design activities while in another technopark and request a transfer to 1773 ITU Teknopark. Entrepreneurs and companies in Turkey can apply with their R&D or design projects.

Entrepreneurs and companies who apply apply by filling out the 1773 ITU Teknopark application forms electronically and by depositing the application form and evaluation fee in the bank.

2. Evaluation

For each application made, a referee evaluation report is prepared by the independent referee or referees who will be appointed by 1773 ITU Teknopark and who undertake that there is no conflict of interest. 1 academic referee for incubation companies, 2 academic referees and 1 industry expert for other applications. If the average score of the project from the referee or referees is 65/100 and above, the project is submitted to the Evaluation Board with the score summary of the referee reports prepared.

Project owners make oral presentations to the evaluation board at a meeting whose date is announced a reasonable time in advance.

The Evaluation Board reviews and scores the submitted project according to the criteria specified in the Technology Development Zones Implementation Regulation. In this context, it will be able to develop high/advanced technology products with commercialization potential, import substitution or export potential, develop innovations in products and production methods, increase product quality or standard, increase productivity, and reduce production costs. It is examined whether there is an R&D or design project that can produce technological information and realize an effective university-industry cooperation. Additional information and documents can be requested from the project owners when the Evaluation Board deems it necessary.

The points given by the members of the Evaluation Board and the points given by the referees who have evaluated the project before are included in the calculation separately for each referee and the project score is calculated by taking the average.

The evaluation report of each referee and the evaluations of the Evaluation Board are documented. These documents are archived together with the Project Information Form. For projects that have already received public and/or international R&D or design support and have not been evaluated separately, the Support approval agreement is also archived together with the Project Information Form.

The applicant is informed about the result of the evaluation.

3. Decision

If the project's score as a result of the Evaluation Committee is 80/100 or higher for the projects of entrepreneurs and companies that were not included in 1773 ITU Teknopark before, the relevant project is submitted to the 1773 ITU Teknopark Board of Directors for admission to the technopark. At the Board of Directors, the result of the Evaluation Committee regarding the project is examined together with the Evaluation Committee Report and a decision is made whether the application will be accepted or not. The project discussed in the Board of Directors is accepted or rejected with the principle of majority vote.

In the new project applications of entrepreneurs and companies that already have a space allocation in the technopark, the project is accepted if it scores 70/100 and above in the Evaluation Board. The project is not discussed in the Board of Directors since no new site allocation has been made. 1773 It is decided by the relevant units of ITU Teknopark.

In addition, projects already supported within the scope of a public and/or international R&D or design support programs are not sent to the Evaluation Board and are considered sufficient for space allocation.

4. Acceptance

Entrepreneurs and companies whose examinations are completed and whose projects are approved are allocated a place within the scope of the relevant article in the regulation, provided that there is a sufficient amount of unallocated leasable area in 1773 ITU Teknopark. In the allocation of space, attention is paid to a reasonable amount of space per company employee. T.R. The Ministry of Industry, General Directorate of R&D Incentives has the authority to determine the minimum office space per personnel of the companies.

The new applicant companies, whose applications are found positive as a result of the evaluation made and do not have a place allocation in the technopark, are accepted to the technopark by mutually signing the relevant Rental Agreement, if 1773 ITU Teknopark can offer them a place and if they find the offered place suitable.

In case there is not enough unused leasable area in 1773 ITU Teknopark, the applications that have been evaluated and accepted for acceptance are recorded in the waiting list to be allocated according to the project score priority when the place opens, and the applicant is informed.

5. Follow-up

The progress of the R&D and design projects carried out by the accepted entrepreneurs and companies is monitored by the 1773 ITU Teknopark team throughout the project, and support services are provided with the contribution of the TTO team at the points where the need is determined for the healthy running and conclusion of the project.

1773 Revision (additional time, additional team, time to be spent outside the region, VAT exemption, customs duty exemption) and project completion certificate requests regarding the R&D or design projects carried out by entrepreneurs and companies in 1773 ITU Teknopark must be submitted at least 30 days after the end of the relevant project. they do it the day before. Attention should be paid to the complete and timely submission of the project revision document to the evaluation by making the relevant request complete and on time through the portal.

Revision requests are examined and decided by the Evaluation Board according to the criteria specified in the Technology Development Zones Implementation Regulation.

6. Finish

At the end of the term, the owner of the project, the entrepreneur or the company whose project is completed, terminates the lease agreement signed with 1773 ITU Teknopark and leaves. Entrepreneurs and companies are obliged to extend their term and continue to take place in 1773 ITU Teknopark, by submitting their new project applications to the Management Company at least 30 days before the end of their R&D or design projects.

1773 ITU Teknopark ensures that the renewal of space allocation to entrepreneurs is carried out within the scope of the relevant article in the regulation. In cases where it is not possible to renew the allocation, the lease agreement is terminated and the company leaves 1773 ITU Teknopark.

Privacy

Each R&D or design project that is applied for at 1773 ITU Teknopark is evaluated by the independent Judges and Evaluation Board, paying utmost attention to the confidentiality requirements regarding the protection of the project.
